The Arizona Energy Consortium has finished work on a plan designed to foster solar growth in the state, with the next step coordinating its implementation. That's the hard part, as solar plans have been developed in the state before and failed to gain traction, said Michelle De Blasi, and attorney with Quarles & Brady LLP in Phoenix and chairwoman of the consortium.
