The Environmental Portfolio Standard for Arizona is the responsibility of the Arizona Corporation Commission (ACC). For some reason it is very difficult to see these documents on the web, but it is possible.

One can pick up the document trail at the ACC E-Docket site, http://edocket.azcc.gov/edocket/, and enter RE-00000C-05-0030 in the narrow box in upper right corner of the edocket home page.

A recent update to the status is at http://images.edocket.azcc.gov/docketpdf/0000088913.pdf. The basic document is at http://images.edocket.azcc.gov/docketpdf/0000063561.pdf. This is a 186 page document and it loads slowly. Lots of info in this. Good luck in reading it.
